I think you're referring to the anti-swirl pot in which case, I think you'll need to retain it. The anti-swirl pot mitigates for a lack of baffling in the main tank and allows the fuel to pull from a smaller constantly full container.
Others may have alternate views but I think that even wit carbs you should keep it.

I see no reason for it with a carby fuel pump. Remove that tank, mount the pump in there, with a filter in the 12mm supply hose FROM the tank.
OK, some starvation MAY occur with less than 1/4 tank of fuel in TIGHT/FAST corners, when the main tank fuel will slosh to the side of the tank, and away from the drain spigot, Since carbies have a fuel bowl, and their own SMALL supply of fuel, you may not even feel any hesitation.
I had a 1977 V12 EFI here a looooong time ago for some work, with the EFI pump was mounted there, as his sump tank had rotted out, and this was his fix. Ran perfectly fine, and he was the one that mentioned the 1/4 tank of fuel as a safe LO level. He never had starvation issues, and drove that car HARD.
