95 Convertible Top No Longer Closes All The Way

Hello friends,
I'd like some advice on what may be wrong with my convertible top. I have searched the forums but haven't found my particular problem.
Until a month or two ago, the top used to function properly. It still lowers just fine. But when I raise the top it starts to struggle and slow down a couple feet before it's fully closed. Then it stops completely a few inches before it is completely closed and I have to manually pull it the last few inches. This never used to be the case. The windows close fine.
I checked the fluid in the reservoir and it looks full - it is at the top line. Is this where the fluid should be?

The pump continues running but the top just slows down and stops before it reaches the end to close the latches. The fluid is at the top line, if this is even a fill line, of the tank. But there's an inch or so remaining that could take more fluid. Should the fluid be all the way to the top? Could it be low? If there's a leak then I would think the fluid should be low.
