96 xjs 4.0 idle problem!

have a celebration xjs and it started to tick over at around 1500 rpm do after searching on the forums I cleaned out the throttle body with cleaner and I took off the egr and cleaned that also. the air filter was pretty dirty so I took it out altogether and have ordered a new one. Once all back together I took it for a drive but it's worse than ever missing on part throttle hunting a bit and under powered and still revving high at idle. I can't see it being the air filter not being in has anyone any ideas I didn't clean the maf as its pop riveted on. I used throttle body spray cleaner and I have checked all leads are back on correctly and no leaks.

I did that too. It made no difference.
I also tried to reset the idle speed control actuator, which only worked temporarily.
1. Run engine until you reach normal operating temperature.
2. Switch ignition off.
3. Switch ignition on, wait 5 seconds, then disconnect the connector to the idle speed controller.
4. Switch ignition off.
5. Wait 15 seconds then reconnect idle speed controller.
6. Repeat two more times.
7. On last repeat, do not reconnect idle speed controller.
8. Start the engine.
Check the base idle speed, which should be at 550-600rpm. If the idle speed is not within these limits, then adjust the air bypass screw to bring the idle speed within these limits.
Switch ignition off and reconnect the idle speed controller. Start engine and check to ensure that the idle speed is between 650-800rpm.
I got this to work on my car before getting the ECU parameters reset, but when I reconnected the idle speed controller, it would fly back up to 1,500-2,000+ rpm.
