OK, I will assume you have Jaguar Locking cap..
Prise off that plastic cap cover CAREFULLY, as age is against it now, and drill somewhere there that looks like you will get to the innards of the cap disc that houses the 2 prongs that locate into the filler neck.
As I type I am thinking your market got the screw on caps that go click click when fully home, we did not. Our caps turned 90deg and the 2 prongs locked into tangs in the filler neck. Those screw on caps I have not seen or drilled, but it wont be rocket science I am sure.
GOODO on the running better, that woudl mean a BIGGER V12 smile on your dial HAHA>

AHA, wrong all round, its a RagTop, that is soooo simple to drill/vent.
Look at the small "upright casting" thing that the cap locks into, found it, good.
Drill that hole in the filler alloy just below the rim, between that upright and the rim.
Stuff a rag in the hole for drill swarf, and PROTECT the paintwork from accidental damage of the drill chuck, as that would be fatal.
The angle of the dangle gets tricky, as you want to drill as close to horizontal as possible. I usually ened up at about 45deg.
When done pull the rag out quickly, and the swarf will fly out, there wont be much swarf from a 1/64" hole, but you dont wont it in the tank either.
DO NOT drill that chrome cap.
That is how I vented ALL my Series cars, same cap as you have there.
