A/C vents blocked

I live in Arizona where it can get over 110 degrees in the summer. I bought my 1993 XJS 4.0 convertible about a couple of years ago. I noticed a receipt from a dealership that was for blocking the A/C. I can hear the fan going like crazy, but not a whole lot of air seems to be coming out. If possible I would like to undo whatever they did if possible. Has anyone ever heard of this being done before? If so, where should I look for the blockage?

No idea what "blocking the aircon" means? Never heard of that, doesn't seem to make any sense.
The only thing someone might do if the aircon was broken / leaking and the owner didnt want to fix it, is to disonnect the compressor belt to save petrol.
Start from basics and diagnose what is working and not working. Read up on the system and understand how its supposed to operate. Check the basics. Is the compressor clutch engaging when the aircon button is turned on? Are the fans working at correct speeds? Is the heater control valve opening snd closing and varying the temperature?

However, that doesn't explain why not much air is coming out of the front. With the fans going full blast and the a/c on full cold, does a lot of air come out of the defrost vents at the base of the windshield, and little air out of the center vents? If so, something is stuck or wrong with the defrost vent vacuum circuit, as they must close for the center vents to open. They are mechanically interlinked. If the defrost vents cannot close, the center vents will never open. Both vents are controlled by vacuum actuators on the right side of the hvac unit. The actuators are themselves controlled by solenoids.
