Extra/Aux Air Valve - To be or not to be

Hello again,
As I continue the fun or sorting out a variety of issues with my 86 5.3, I came across a disconnected yellow/black wire, which I now know is for the so-called extra air valve. I reconnected wire, but on my car, at least currently, the air pump and AC were disconnected by the previous owner(s). The compressor is still there, but, since there is no air pump, there is no belt. I have an air pump on the way, however, based on the rusted hulk of a compressor, I assume the AC will not work, but that is a project for another day.
Finally to the point. I have isolated the air rail from the air pump pipe based on previous instructions. The question is, with no AC and no air pump what, if anything, is the extra air valve doing, if it exists in the first place. In other words, was the previous owner or his mechanic correct in dosconnecting the yellow/black and am I causing a problem by reconnecting it?
I have read the "Kirby" section on this subject, but I am afraid it was somewhat over my head.
