You can still get them new from Jaguar. Part #BEC13469 Google the part number and you'll see a number of dealers in the USA have them.

If you want to fix it yourself, I recommend SEM “Problem Plastic” bumper repair. Basically it’s a very expensive glue. Get a scrap bumper (anything, Toyota, Ford, whatever) and cut some pieces to bridge the crack in you Jag bumper from behind. Scuff the patch pieces and bumper, so the glue will grip something. I did it on my XJS and it’s been fine for a couple years now. SEM brand is not a cheap product btw!
