Your center vent is not opening because A, the vacuum solenoid has failed, or B, the demist vent is not closing. The demist vent is interlocked with the center vent for some bizarre reason.
But, as you also have no feet heat, I'm wondering if you have lost all vacuum to the system?
I would probably start by removing the passenger side center console "ear" (the small panel in front of the console that has the heater vent coming through it) then removing the heater vent itself so you can get behind it to the vacuum solenoids. There you can test to see if you have any vacuum getting to the system at all by pulling the vacuum feed tube off and sticking your finger over the end. If you have vacuum, you can test then vacuum solenoids for operation by supplying them 12v and see if they do anything. You can also check their resistance..... 30ohm good, infinity bad.
That's probably how I'd begin......
