If the car is 25 years old or older, it's pretty easy to bring it into the US. Newer cars are very difficult however. You either need a document from the manufacturer that indicates that it meets all DOT and EPA requirements or you need to bring it up to that level.
This will mean adding emissions and safety equipment (US headlights, air bags or automatic seat belts, bumpers etc). The law was changed around 1985 after strong lobbying from auto manufactures and pretty much killed a very big gray import market that existed before then.
