I would remove the light fixture (front wing) and clean it up... See what happens then. The innerdz can get pretty ratty. I think that they always have voltage and are turned off and on by a grounding control? Not sure if I'm correct on that idea.

Are you talking about the marker light on the side of the car, or a light within the headlamp unit?
If the former, (and this is for pre-facelift cars so yours may be different, so apologies if I am way off) this is not an indicator light and should not flash. It should come on and stay on with the light switch.
BUT, the wiring of this lamp runs to it from the headlight loom, and the indicator loom is also nearby. I suspect the wiring has been slightly mis-connected between the indicators and sidelights looms behind the headlight.

The light is mounted in the bumper plastic facia, facing forward. Not part of the headlamp. No side markers on the car. The bumper is frpm a 1991 donor car. It is lit when the stalk mounted headlight control switch is moved to the ‘parking lights‘ position. It also flashes as a turn signal.
I dont believe it is the wiring. When I started my cross country trip, it functioned normally. Someone at my yacht club mentioned to me that it was on when the car was sitting and idling.
There are not too many pieces that supply power to it. The emergency flasher and the headlight switch. But the EF flasher draws it’s power thru the flasher relay. And the indicator is not flashing when it on.

Was is the blinker turned on in the LH turn direction when the testing was/is being performed? On another type of european car, I was confounded by my lights staying on after the lights were turned off only to learn that as a safety feature, that if the lights are turned off WHILE the blinker was engaged that the marker lights on that side will remain ON to signal traffic that you are there, parked-ish, and what not. Is the blinker engaged during tests of the circuit? Shot in the dark...

The other day I dissected one of the bulb failure sensors,,, for the rear (I decided to delete them in the rear) and there are a couple of different ways that they can fail,,, and I would guess, fail in a way that provides a 12v short or contact for the lighting circuit IF the element in the sensor fails in just the right way... I think you will find them under the dash for the fronts, maybe on the RH side...
Anyways, I think you'll have no choice but to start tracing the wires back to the source. The problem can only be somewhere in and on that path.
The way I deleted my sensors was simply to remove them from their middle man position. There was a 12v source wire coming into the sensor (can't view the schematic you posted while typing on my phone or I would name color) which I just put in line with the wire providing source power to the light. Worked like a charm (knock on wood) for the rears...

I see a RED.... Then a Red and Green (one side) and a Red Green and White (for the other side). Then a Slate for the error signal to the dash from the sensor... Is it possible (for now) to run the RED to the wires that head to the fuse box, thru the 3amp fuse, thru to the lights? The RG and the RGW...?

It does. From what I can see I don't think the ED matches/describes a dual purpose bulb. The side marker lights (at least on my 1990) don't flash, while the ones in the bumper, do...

Looking on the 92 wiring diagram from here, http://jagrepair.com/images/Electric...electrical.pdf, the parking light function and turn signal functions for that bulb are shown on two different pages. First thing I'd do is separately pull the appropriate fuse for the parking light and see if the bulb goes out. Once you've established that, I'd work backwards from the bulb using the diagram and check each circuit connector and module as you work backwards to see where the power is coming from. I don't see a fuse for the turn signals between the bulb and the signal switch, or I'd pull that also, to make sure the bulb isn't getting power backed from some other source.
It looks as though you have two bulb out modules for each side of the front of the car, that affect only the parking lights and side markers. If you determine that it's the parking light circuit filament that's lighting up, try switching the two bulb out modules and see if the problem moves to the other side of the car. They appear to be located next to the fuse box under the dash on the right hand side, according to the linked document.
