finally got the color I was looking for and the price was right ! everything works except the cruise control. anyone have any thoughts on what the issue might be? I did read something referring to a rubber bellows that control the vacuum on some earlier models ? another learning process to start !

Have a photo of the V and the engine bay...?
In mine, the cruise control is a fairly complicated system involving a careful and precise interaction between a couple of different systems. In mine, in the engine compartment, there are solenoid actuators that provide, hold and release vacuum INTO and with a bellows that you will find sitting in the top forward V of the engine. The actuators are wired (from memory) yellow and black and yellow and white with ground wires as well and are contained in the bellows unit itself. Some have suggested checking for current there as a good first start AND to check the vacuum lines TO the solenoids AND the little valve mechanism betwéen the intake plenum and the actuators. Also, check the switch and power there.
Braking is involved, trip computer is partially involved, SpeedO system,,, then what's under the hood. It's a bit.
I can offer this partial photo...of the 1990 Convertible pre facelift convertible wiring if that helps as a general set ideas of the systems involved.

Circa 1991/92 a change was made from the "AE Econocruise" cruise control to a newer system made by Kiekert or Valeo....or somebody. I can't remember. There's lots of repair info on the older system. The newer system, not so much
If your bellows looks like the picture below you have the older system

Every time, I see a bellows, I think of a hand organ, the miniature accordion!!!!
Tis not that the bellows controls the vacuum, but that the vacuum controls the bellows...

I vote for a damaged #21. The insulation under the hood rubs up on the rubber and eventually cuts a hole in it.
Easy to test. Pull the hose off the back of it, squeeze the bellows and then put your finger where the hose was. If the bellows doesn’t start to open up, then it’s good. If it expands, that’s your problem.
