no voltage to heated 02 sensor

Hello, i have a 1994 XJS 4.0L that is only receiving .40V at the heated 02 sensor and it should be 12V. I can not find the location of the relay or fuse? Any ideas on location, thanks.

On the 94, 6.0 it's in the boot passenger side, I think it's the #9 position.

Thanks I found that fuse panel and all the fuses are unlisted so I checked them all and they are fine. Next I have to find the relay.
