Absolutely. The condenser is just a radiator and without airflow it can't shed the heat needed to condense the refrigerant. You need to be moving about 30 mph to have enough airflow to work without fans, assuming everything else is up to spec.

If your fans don't work, fix those and then the AC will work again, assuming everything else is ok. No AC system will work without airflow over the condenser, just the same as a car will overheat it's radiator if standing still and there is no fan or wind.
As a test, with the car standing still, spray your garden hose over the condenser to remove the heat. If you have cold air from the AC, then the rest of the system is fine, it's just inadequate airflow through the condenser.
