Good question... I don't know either... but I had the same problem and took my window switches out and sprayed them with alcohol. That did not work so I took the door panels off and located the window motor wires and tested them with a 12v converter and found that one worked but the other did not... After further investigation, I found a bad wire and one bad switch... I tested the good switch and found it worked the other window... Corrected the problem and put it all back together.... total time probably 15 hours !!! Nothing is easy on a Jag!!!!! lol....... Plus a few drinks before, during and to celebrate !!! The window motors are usually pretty good but the wires and switches are not.... good luck

Be careful when you remove the door panel. The chrome (sort of square) piece needs to be carefully pulled back so as not to tear the leather... You can only pull it back a little way. Then you will have access to the screw that is one of many holding the door panel onto the door frame. A flat tool inserted around the door edge will help to pull out the tabs that also attach the panel to the frame. There will also probably be a plastic dust cover inside of the door frame that you will have to push to the side to get to the two wires to the window motor... They will be close to the door hinge. After getting the two wires loose, pull the plastic back down so it will not get caught in the window mechanism when testing the motor... I said aw heck and just took the plastic out last year..... Anyway, my 12V / 120V converter works great for such testing. Just reverse the red and black on the two wires to the motor for up and down.... If nothing, then you most likely will need a new window motor. If it works, it's probably the switch. To check the switch you could use the other window switch... To check the wires, you can do a continuity check using the wires on the switch to the motor. If everything is working, then you do need to find the fuse !! kenatofc@gmail.com
Oh, BTW, putting the door panel back on is also difficult as the metal tab on the back of the door panel has to be first inserted in the slot on the door frame....

I just replaced a bad motor in a 90 convertible for a friend. The assembly with transmission was not available my parts guy got a motor assembly from a GM car and I swapped the motor from one to the other. Put it back together and life is good. The only issue not mentioned earlier (door panel removal/installation) is inside when reattaching the motor assembly to the regulator and them the regulator to the mounting plate screw length and or spacer location is critical they can easily bind the regulator if installed incorrectly.

Was the switch you installed as a replacement New?
The switches, at least on my 90 conv. are constantly failing. Be sure to Check the fuse panel to make sure it is not a fuse. The Thermal circuit breaker opens when hot, but there are two, so one for each side. Measure for voltage at the switch and the thermal breaker to see if you have power with the ignition on.

Only one breaker for both windows.....on the older models such as the 89 in question, at least. There was a circuit change in 89 , though. Earlier 89s had the breaker upstream of the relay. Later, it was moved downstream

Power to the switches comes *from* the relay and circuit breaker. So, since you do have power at the switch, your relay and circuit breaker are OK.
Since a new switch did not fix the problem then you have a problem in the door (motor dead, possibly) or a wiring fault between the door and he switch.
Did you try the new switch for both windows, by the way?
