Rebuilding Cylinder Head AJ6

My xjs smokes when I start her up. 117k. It goes away after a couple minutes. It is a heavy white/ bluish smoke. I do not have any significant oil loss, or any noticable coolant loss. About a half a quart a month of oil. I drive it about 15 miles a day. Compression is good . 172 on all except for one cylinder which is 162. Im thinking the head gasket has a slight leak. I am also thinking that the valve seals need replacing (added on the exhaust) to prevent the embarassing amount of blue smoke that happens when starting. Its unacceptable in a city when you blow burning oil on a bunch of hipsters on the sidewalk. They get pissed. It never breaks out into anything physical, since hipsters are kinda wimpy. Though, Id rather not deal with it anymore...
My logic tells me if I am going to redo the valve seals, I might as well pull the head to replace the gasket. In which case I have to replace the head bolts, so I might as well have the head resurfacecd while Im at it. While Im at that, I night as well have the whole head rebuilt... You get the point.
Does anyone know of a place that I can get a rebuilt head with valve seals on both exhaust and intake for less than $1500 with core exchange?
