Blocks can be converted from rope to lip, rear of block needs to be welded up / have an insert made and welded in + insert for the rear cap + machining and line boring. Not cost effective on a road block.
Race cranks have a different rear seal to a road crank. Much easier conversion on this one. but still not where you want to be by choice.
So you really need to stick to a matching crank and block unless something special has dropped in your lap.

yes, seems it could be done, BUT a lot of work, welding and machining, probably cheaper and more accurate, to procure a lip seal block and crank.
