NK-minnesota.
It probably isn't rodents. It's just the insulation foam around the air intakes and flaps deteriorating and then falling out of those footwell vents. There have been other posts on here recently describing the issue. Do a search with some keywords and you'll find some threads with diagrams.

No rodents as he said. Just age related breakdown of the foam that goes around the blower vents. You can easily fabricate replacements with some foam of same thickness (doesn't have to be exact match; glue; and an X-acto knife.
Rodents like the V's around the throttle body and distro and under the wiper grille (they get in thru the drain pipes). Clean those areas out. Bounce dryer sheets help deter rodents from coming back. I also spray those areas with Lysol. Doesn't hurt I know that much.

When I removed the wiper grille on my car I had to clean out about a dozen chewed up acorns and conkers and lots of broken shells. All looked pretty ancient and fortunately only limited teeth marks on the wiring. I could never work out how the little critters had got in there but now I know.

The biggest problem with that stuff is it can clog the AC drains, which are undersized already. Keep an eye on them.
When I did my heater core both it and the ac evap were partially covered with a sticky gooey version of that foam that I cleaned off
as best I could.
I've had to clean out my AC drains several times, suspect removal and disassembly of the entire works will be
the ultimate fix.
