warm air

just had the aircon re-gassed but it is running warm, nothing like I have had in the past, none of the under bonnet pipes get particularly cold, it all makes the right noises inside the car with vacuums etc. the engine slows about 150 rpm when the compressor cuts in. I have fitted a new evaporator in the past
and this is the first recharge since then for 6 years or 2000 miles, even when I had no aircon I could never get non heated air out of the vents when driving in the summer, could this be something I didn't refit correctly when doing the evaporator? or could it be the heater water valve?

Couple of things come to mind here.
1) The non COLD of pipes under the bonnet is either the compressor is not pumping correctly, old age usually. OR, the TX valve (dead centre at the back of the engine), is blocked/jammed. Both of these issues "should" have been picked up by the regas guy on his gauges.
2) The heater tap, near the TX valve is JAMMED on, very, very common. It has a small vac hose on top of it, and applied vac is OFF, no vac is ON. Down here we use a "universal" 5/8" vac heater tap at about $20. It also fits some of our Aussie cars as an OE tap.
Other things abound, but that is the most common.
