Default What is this blocked off hose?

Last owner blocked off a hose (circled in red) and it's connected to the baby blue piece on the right side (circled in blue).

Has the cruise control been removed? The baby blue widget looks like the vacuum dump valve for the cruise control and the vacant wiring connector looks like the one that connects to the cruise control servo

ahh ok... I'm not sure if the cruise works or not. I got it in the middle of winter and only had a half an hour drive and never had a chance to test it. I'm guessing it probably doesn't. Ha

the wires are for the cruise control, and the line is more than likely for the same, it would go from the blue (widget) to the cruise. can't tell from the pictures if the cruise control bellow has been removed or not but it would be attached to the A/C bracket on the back

ok I'll have to look. Yesterday I mainly just wanted to kinda see the condition of hoses and stuff under the hood. It's still only 30 degrees out and I was snapping photos to look at later. The car is being stored a half an hour away so I can't just work on it as I please, which is annoying. Thank you for the help. Another thing to add to the list.
