Every Series III I've owned or driven has a slow moving volt meter. Not sure if it is inherent to the design or an actual fault. If the latter, well, every Series III seems to be afflicted.

As for the low reading, there should a small screw on the back of the gauge itself to adjust the reading

If the system is charging, and the warning light extinguishes (which you didn't mention but I am assuming), the exciter circuit and wire is OK

Doug, the battery/warning light does extinguish so that is good. I'll keep an eye on the actual voltage showing up at the battery and on the cigar lighter plug and may eventually look at adjusting the gauge if it doesn't wake up more.

Greg, thanks, it has been pretty cold here lately so it makes sense the fan may not kick on if the compressor isn't kicking on. This car has the Delanaire III unit and the fan doesn't come on with it set to defrost or any other setting. The heat and a/c work, but the system needs a little work. The right hand blower is not working and the fan speed is the same no matter the setting. Removing that blower is on my long to do list.
