07 XK vibration at 70MPH

So have you proceeded with the work or did you only receive an estimate?
If you’ve not done anything yet, I’d start with having them remove the old
tyres and spin the wheels on their balancer which will tell you how far in or out of spec the wheels are BEFORE paying for and installing/balancing new tyres. You nice it’s confirmed the wheels are in good enough balance, then I’d mount and balance new tyres. I’ve always done this in case there’s a vibration issue, I know if its the wheels or if it’s the tyres. Would also be nice if they’ve a road force balancer.
Before doing the alignment, I’d address any suspension link issues as you’ll need another alignment after any replacements.
If your stabilizer link’s failed it indeed could cause vibration at speed.
Why did you mention the steering rack? And they are NOT very expensive, about $400 for a remanufactured one.
The brakes I wouldn’t touch until all else’s sorted. Something else’s going on there. “Warped” rotors are extremely rare and unlikely. Do a search for warped rotor myths.

Odds are that you're better off buying your new tires at a Costco or Discount Tire store near you. Do you know which tires to buy? Cost will likely be less than that mechanic's shop. What about a road hazard warranty and free rotation and balance? And how do you know that he will still be in business a year from now?
Buyer Beware. I'd be leery of any mechanic who tells you that your brakes are warped. While that possible, it's more likely that your rotors have high spots - deposits of brake pad material - that cause the brake pedal to shudder or vibrate. Those high spots can be removed without compromising the brake rotor thickness. Does that mechanic have Jaguar training and experience? Will he use genuine Jaguar parts or aftermarket parts?

I also don't understand why we X150 owners continue to reply. Perhaps we forgot (like I did) that you're in the wrong Forum. We're a helpful lot, but the best advice you can get is from other X100 owners who had the same problems you now have. It's why the X100 Forum exists.
