You might want to check out these guys. Their list of successful fitments includes a number of Jaguar XKs and XKRs but not of your MY.
I've not used them. PA is a rear-license-only state.

I deleted mine completely and had the holes filled/ sprayed/blended in, all for £100/125 USD
Then applied a stick-on plate to the front...IMO far more in keeping with the svelte looks (me & the car)
IMO it now looks FAR better.

WAY illegal in the states. The original State Plate must be used, no modifications allowed. Also, they must be placed vertical, level with the horizon and not covered.

Mark, in PA this would be permitted. I've seen plenty of hard plates with sports team themes, dealer ads and from other countries (Germany especially) on the front of cars in PA, and soft "decorations" on the bonnet would not raise an eyebrow as far as I know. I have a plate on the front of my Subaru that celebrates the founding of the hawk sanctuary at which I volunteer. Nothing on the XK - I don't want to interrupt the nice lines of the nose.

I mounted the stock plate holder without drilling holes in the front of the facia. using a small aluminum angle that I mounted under the facia using 2 screws (no holes in the front). Mount the OEM plate holder upside down with the top flush with the top of the facia. Screw the bottom to the aluminum and use 2 sided foam double side tape on the top. Mount the plate using short screws.

Someone told me here in CT (i don't know if its true or not), that if the bumper did not come with a plate and mounting from the dealer/factory, then you are not required to have a front plate. Maybe this is true in other states also?
I currently don't have a front plate but they are out of state plates, so I don't get bothered. When I did have to put one on temporarily, I used double sided tape and it was on there real good... too good actually, the dam tape wouldn't completely come off after!!

WY is a two-plate state, but in 2015 passed a bill that allows for cars not equipped with a front license plate holder to use a single back plate. I believe that you must keep the 2nd plate in the vehicle. They did this because of the bumper on new Camaros, but it sure made my life better when I got the X150.

I drove for three years in CA with the front plate in the boot. Got pulled over for not shifting lanes for a trooper on the side of the road with his flashers on. Gave me a warning ticket and advised putting the front plate on to avoid any other issues. So I did what Kurt did. I now have a Sho n' Go

Thanks for all the comments and advice. Probably Shown-N-Go is the best solution. However, not being one with a lot of patience, I purchased an AOOTF front license plate mounting kit, a silicon license plate backing to cushion the plastic mounting plate and a pack of 16" cable ties. I wrapped the bumper section between the top mesh grill and the lower open grill with a layer of dense foam packing sheet and attached the mounting plate with two groups of three cable ties each, one group at each side of the upper portion of the mounting plate. The license mounts low, tilted slightly downward, its top level with the top of the section separating the mesh grill and the open grill. Seems secure and not obtrusive.

I'm not an expert on this (or much of anything, really), but are the cable ties cold-weather rated? You may not need that if you don't drive much in winter and keep the car in a heated or semi-heated space, or if the temps in MD don't get down much below freezing. The cable ties I have in the house are rated for indoor use and I would not trust them to secure things outdoors here in PA over the winter.
