Ive had an 05, 07, and now a 13 XK and Im thrilled with this car. Only issue is when I get to the phone pairing I hit the button and it beeps but not a thing happens and Jaguar does not come up on phone. I have an Iphone 13. Anyone have an idea of whats wrong here?

Oh c'mon...you really think the issue is that it is an iPhone/IOS?
OP - see if any other phone works (android, older iPhones, etc.) You want to see if your BT antenna is working. If not, that would be my first stop. If the Jaguar link comes up, then it is an issue between your phone and the BT in the car. If it doesn't come up, then I would try and replace the antenna before moving on to the module.
There are others on here that know way more than me. I am just sharing my approach.

Agreed, not helpful or necessary. @RWS1965 please take a look here in the DIY section:

Scroll down to number 10 and there are a couple threads addressing connectivity. I find first and foremost to clear the directory of any previous phones in your Jaguar and start new. If the car was ever recognized by your iPhone, clear that from your phone too. I start with the phone and open BT to search for devices and wait, wait, wait some more until the car shows up then pair that way. There is also a setting on your cars touchscreen for timeout. Make sure it is set to not timeout. Give those a try, read the threads for other input. As Speedmaster suggests, try another phone, any phone to eliminate hardware issues in the car.

All kidding aside. Have you deleted all the old phones that were connected to your XKR? How about deleting all old (no longer needed) bluetooth connections on your I-Phone. Reboot your phone after removing all old connections and try pairing another I-Phone and/or Android phone with your XK. If you follow the above you probably will be able to isolate where the problem is. I have a 13 XKR and it is paired to both my Android and my spouse's IPhone 13.

+1 to clearing 'old' pairings as a first move. Apart from not needing or wanting this stored in memory, the maximum number of paired phones is 5 and once this is full, another device cannot be paired.
I've been amazed to find on the last four used vehicles I've purchased, neither the PO nor the dealer has cleared paired phones and, more important, address books and call history. Phone and SatNav history showed me PO number, home address, business address, family names, numbers etc.
When you sell a vehicle CLEAR PHONE pairings and SATNAV history. If you have a newer model (e.g. an F-Pace) with Jaguar REMOTE / InControl, ensure the PO is removed and the vehicle is added to your account a.s.a.p.

Apart from clearing past entries and re-setting … if I am not entirely wrong the car must not be driven while attempting to pair phones. I am not even sure if the engine should be off, too, while ignition must be turned on.
Based on my own experience having had trouble with pairing an iPhone.

Well, that and uploading a startup photo to the display. Our family car has our illustrious mayor as the startup-photo. The wife demanded I remove the photo of her mid-bite of a taco.

I appreciate this but its a problem with the car becaus wit wont even start to search. This would fit with the car being full of old phones but there are none. When I hit the pair button it doesnt even search and says would you like to search for a new phone now. And as I said I hit the button, in beeps but nothing happens.

Your bluetooth module is probably failing. I have the same symptoms as you. Nothing happens when you hit the search button. However, go out to the bluetooth module in the trunk, unplug the pin jack on the left side of the module and plug it back in firmly. I actually got mine to work briefly after doing that several times. You will have no luck finding a bluetooth module replacement anytime soon.
