There's a vast number of discussion threads/posts on this topic in General Tech Help but as a brief outline, three levels you may want to consider.
1. TorquePro (phone app)
2. iCarsoft (self contained scantool). I use the CR Pro version but had it a while and there may be something later available.
3. SDD - Symptom Driven Diagnostics (the factory diagnostics - free software but requires Mongoose Pro interface).
If you just want to read and clear basic Pxxxx (Powertrain) codes, then all of the above will do this. For greater accessibility to modules, the iCarsoft covers most requirements. SDD naturally allows full diagnostics and (with caution) programming.

Highly recommend the Autel AP200 with the JLR software download. $70-80 on Amazon. L57 on Amazon UK. Price includes first SW package, requires JLR package for our cars.
Doesn't do new module reprogramming like SDD, but has loads of datapoints, reads JLR codes on all systems/ECUs, and has nifty tools like a seat reprogramming feature, headlight test, dampers testing and many others.
Been using mine for three years, and now only haul out SDD when there's something that needs reprogramming or a control replacement:
Note that most service function work on the 5.0, but some don't work on 4.2.
Good luck.

In the glove box between the seats on a 2007 there are two computer access wires, I believe. One is a USB and the other is a pinned connector. Will the USB be adequate enough to access the SDD? Also I read that the laptop must have a minimum amount of amperage to do the job. Any input is welcomed.

Multi-pin connection is a Apple iPod connector for an old iPod or use it with an adapter to connect to an iPhone or wireless device like the popular Bovee.
SDD only connects to the OBD-II connector under the dash.
The power requirement is not for the laptop, but for a charger on the car to maintain a fully charged battery while using SDD (it can suck a lot of power).

You did say "CHEAP", and this meets that criteria:

I have the CDs. If ever I am found with my XK unresponsive, I should have what is necessary to go inside and look around. Even to loan this equipment to the local Jaguar mechanic. Some dealerships here are only a few years old, and shouldn't have the software. It will also go with the car when I sell it. Probably.

For £48 or US 60-70, you can get the Autel AP200 with the JLR download. It does everything the typical user wants. It does not support reprogramming modules like SDD, but almost no one knows how to do this, or needs it.
You can spnd up to $ thousands, but this is the price performance starting point.
Seriously. Cheap end effective, from someone who's used it successfully for 3 years. I have SDD and know how to use it, but haven't fired it up in over a year.
Go to amazon and search for the Autel AP200. You need a droid or IoS, of course. Toss the dongle in the glove compartment and you have instant access to the vast majority of functions in the X150.
