This is an old question. You can install ceramic pads. This will cure the problem and if you are not an aggressive driver the extra wear on your disks will be negligible. This approach has worked for me on several Jags. I also use a "wheel protectant" product put out by Eagle 1. There are others.
FWIW - Autozone/Discount auto carries a good ceramic pad for the XKs but not the XJRs. You need not pay thru the nose for "so called" premium/race quality pads being sold at exorbitant prices. You will notice a slight unobjectional difference in brake feel.

This had been a typical problem with my kids Audi A4. It is normal on most metallic pads. I look at my Lexus and from wash to wash you can hardly see the dust. The secret is ceramic pads which a lot of manufactures have gone to. I switched out the Audi pads as well as the ones on our Volvo and the problem goes away. There is no apparent difference in brake performance nor is there a wear issue with the rotors. Unless you track your car on a regular basis you should not feel any difference except for the lack of visible dust. They also seem to not be as corrosive to the wheels. Just my observations.

Although it's almost as contentious a subject as 'best oil' debates, the favourite or most often recommended brake pad usually emerges as Akebono Ceramic.
There was a recent thread in XK/XKR recently about Akebono:

Although production of front pads (EUR1241) was apparently delayed, Tire Rack are listing both them and rear pads ((EUR1314)

Replaced front and rears with EBC rotors and EBC "Red Stuff" ceramic pads 7000 miles ago. Am very pleased with the change...brake dust is down about 90% from what was on before.
I also had the calipers and rotor hats painted gloss black and the red color of the pads shows through. Kinda', sorta' matches the red growler center badges.
I had read the discussions about the Akebono line but they weren't available for the four wheels at the time.

The reality behind Ceramic is that they still dust just as much as other pads, but the dust is light tan in color so it is less visible.
For a good cleaning product I recommend Sonax Full Effect (I think they just renamed it to Sonax Extreme?) to keep the manual labor to a minimum.
Just installed Yellow stuff last weekend! waiting to bed them in for a decent eval (and for the record I don't care how badly a pad dusts, as long as it does what I ask of it with precision)!

Many threads on this topic (not intended as the frequent aggressive 'check before asking' response, just a suggestion to look around and you'll find some golden info in previous threads (some of which are VERY long).
I tried almost everything from Armor All wheel protectant to other anti-binding sprays and cremes, only to find that NONE of them worked for the factory pads. Being as I own a 2011, I get free brake jobs from Jag, so I'm stuck with factory pads.
I decided to take the plunge and plasti-dip my rims. On a black car with red calipers, I've had nothing but immensely positive reviews, and most importantly I think it makes the car look that much better AND completely eliminates the brake dust issue. It just doesn't show on black rims.
Otherwise the consensus was ceramic or the like, with some disadvantages (squeaking when not warmed up), to just dealing with the dust.

Thanks to all who have replied. I looked at Tire Rack this morning and they only show break pads for the front no mention of the rear. After reading thru responses I see some have mention a part number for the rear being EUR 1095 and EUR1314, is there a difference in the two?
Now if you had to change the rotors because of Min wall thickness would you go with OEM rotors or aftermarket and if so which one?
