I was wondering how to go about getting these scatches fixed

All of these scratches are on the front bumper and are from the previous owner

You can have the entire bumper cover professional refinished (expensive) or put a bumper sticker over it (cheap) ...

... or try these products:

Scratch Remover Products - Amazon Scratch Remover Products - Amazon

Dr. ColorChip

Lots of videos like this on YouTube:

Find a local mobile bumper repair guy. Maybe $350 all in. If you take it to a body shop, they should pull the bumper and respray the entire panel at about $700 a pop. Small scrapes along the bottom of the bumper like that....I would go the mobile bumper guy route to preserve as much of the factory paint as long as possible.

Hard to tell if they are deep and going through to the substrate, or if its just yellowish paint that got rubbed on?

If its just paint transfer and scuff marks, get yourself some 3M rubbing compound. Best investment I've made in a while. Apply some to a rag and in a few seconds those marks will disappear.

If they are deep gouges you can lookup your paint code (looks like (P)earl Grey), order a spray can, sand it down, feather in some spray paint, then sand and polish. However, if you have never done this then I would definitely watch some videos and test it out on something else first.

I wouldn't sand and spay it. Go buy some touch-up paint at the dealer and fill it in with a fine paintbrush you can buy at Wallmart, cost around $20. It's low on the bumper so you won't see it.
I wouldn't pay hundreds of dollars for such small scratches.
