I would check the CTEK homepage for that. But I can tell you that the CTEK connectors have fuses in them which should prevent transmitting any surges to the car.
The car charger itself provides and even charge during the charging and float stage and a pulse during conditioning stage. It should not be capable of transmitting a charge large than those. It is a transformer converting 110 into 12 volt.

I suspect a major surge would damage the charger long before before it damages the car, but the answer to your question really depends on the proprietary design details of the charger. You can always see what CTEK says about it.
If you have concerns and want to play it as safe as possible, plug the charger into a quality computer surge suppressor.
