Yes, but for a different reason. That type of coating makes rust more likely and is all but impossible to remove.

From speaking to a mechanic they said that just because it doesn't look shiny (like above) doesn't necessarily mean it's an issue. I've got the AA mechanic going, so surely they would pick up if there are serious issues, as I've asked them to look at this specifically as well.

Why do people put the coating on if it makes rust worse?

Also if there is some rust and parts need to be replaced, would it be expensive? For instance replacing brake pipes isn't expensive.

Rust is not necessarily an "issue" unless bits are disintegrating from it but it does give you an idea of where the car has been or possibly water damaged. But what else I saw in the pics was more of a concern to me than rust, the "wet" areas look like possible leaks from the differential or suspension or elsewhere which would warrant further and careful inspection. As noted though it could just be a coating.

If the car has a current MOT pass, it will be interesting to see what the AA Technician thinks of the vehicle when the inspection is complete.

It passed in February.

Comments from MOT were:

Suspension unit corroded but not seriously weakened Front (components)
Break pipe corroded, covered in grease or other material Nearside Front
Break pipe corroded, covered in grease or other material Offside Front
Sub-frame is corroded but structural rigidity is not significantly reduced

You must also consider the price being asked. If it is at a significant discount then it may be a good buy but if it is comparable to others being offered then maybe not so much.

its 2008, 50,000 miles, one previous owner, and I knocked the dealer down from £12,500 to £11,000.

so I’m guessing it’s cheaper than similar (looking around) but not absolute bargain. Have to say I’ve never looked at the underneath of a car before when I’ve bought one but then again I’ve never spent anything like that.

a lot will depend on what AA mechanic says.

I'm happy to see you are doing the due diligence. Hidden issues can add $$$.
Good news is 50,000 is nothing.
