hey cj005, guessing is not our thing really, at least without some error codes to go by. Please identify the DTC's and get back to us.

I don't think 7e8 is a legitimate Jaguar OBD code. If you are using a simple reader it will display only PXXXX codes - the letter "P" followed by four digits. That is what you are looking for.
If you have a sophisticated reader if might display BXXXX - body codes, CXXXX - chassis codes, or UXXXX codes - network codes.
I believe some readers will spit out HEX equivalents of the numeric P code. 7E8 HEX = 2024 which would be P2024 Jaguar Evaporative Emissions (EVAP) Fuel Vapor Temperature Sensor Circuit. I don't think that would affect the driveability of the car.
Try a different reader and see if you can get a real PXXXX code.

Gradual loss of power, no idle and then recovery after car sits for a while. Not so sure it is a fuel issue.
Sounds more like an electrical issue, where ignition etc. draw more than the alternator and battery can handle at low rpm. At higher rpm the alternator adds enough power. Then at rest the battery recovers some of its lost charge.
Wonder if you are using the original OEM battery at 29K miles? Consider changing any battery over four years old.

That's a generic code, not jag specific. There may be more codes specific to Jag but with a generic reader you won't see them.
You don't elaborate much so it's hard to know if you intend to take it to a shop or DIY. Here's some info on P0087 that should get you going.

If it hasn't been done, based on time, your fuel filter would have come up in the Jaguar's service schedule. Seven years is the non mileage trigger in the schedule. Your 2008 would have been scheduled for 2015 regardless of mileage. I've never taken apart a fuel filter to know why it should be done based on time, but this may be a part of your problem.
