I don't know specifically, but that looks like a Diagnostic Port connector. That appears to be a storage cap in the background, but I can't for certain ascertain if there are zero wires coming FROM that cap below.
Also, "Drivers side" doesn't really help. Left? Right? Since PPD, I may guess RHD, but not sure. You should put your LOCATION in your profile stuff, and maybe your vehicle info in your signature. It helps.
I have an extra minute, I'll go take a look at mine, see if I see anything on either side. I'll edit this when I see stuff.

Given the proximity to the bonnet deployment for the Pedestrian Protection System, I suspect someone may have been (attempting) to disarm the system.
I can see from your IP Address you are in the UK but it would also be relevant and useful to know the Model Year.

I had to strip all this stuff down on my 4.2, i can help.
There are 2 plugs down there - 1. Goes into the airbag 2. Goes into the bonnet actuator.
Both are necessary to stop issues with the electrics, surprised you aren't getting warning messages.
1. Deploys the bonnet airbag
2. Opens the bonnet via a trigger
i think what you are looking at is no 2. It plugs into a connector mounted on that frame that the airbag is mounted on.
There are 8 torx bolts - 4 for the airbag, 4 for the airbag frame IF you need to move it - use a long magnet to put the deep down bolts in to avoid them falling in the deep ravine of doom.
i recommend you remove the plastic cover, disconnect the battery, remove airbag without unplugging it, plug in the connector, replace the airbag, connect battery and switch everything on.
SNG Barrett sold one of those actuators last year so they can fail - they sold one this year to me, but it wasn't the issue so mine is available
The most likely reason it is disconnected is either to bypass a fault, the pedestrian system or its just too tight down there. The solution is to plug it together BEFORE doing up the airbag mounting frame, and locate it in a hole that gives you access.
it's all a bit tight in there, you need a couple of long extensions on a 1/4 " drive ratchet

As a few said, I believe it’s todo With the pedestrian airbag. The car was damaged at the front in 2015, so I guess he disconnected it then.
Guess I’ll leave it off, odd time warning red triangle comes up
“check pedestrian system” but then goes away.

If you don't want to sort it yourself then do this at some point:
Take it to your mechanic - tell him to plug that actuator in (he will see how to move everything to plug it in).
Then clear the fault with the diagnostic tool. Most mechanics should be able to do both - it will remove the warning light for the cost of maybe only 1 hour labour (get a Jag independent to do it)?! Or move to England and I'll do it for a bottle of Irish Cream, a Mars Bar (both at fridge temperature) and a copy of Classic Racer (motorcycle).
I was in Derry last year for a day trip, took the train in - was visiting the NW200 road races on the East coast at the time - great day it was too. Really interesting place. Also stayed in a hotel there just on the outskirts - Best Western Plus White Horse Hotel in 2014 (again for the NW200) - the restaurant was Thai food, it was the best food I've ever had anywhere North of France, and it was really reasonable too - just in your neck of the woods

1. Disconnect battery to avoid setting off your airbags
2. Remove cover
3. Undo 4 airbag bolts, move airbag to one side (but don't unplug it). To move airbag pinch the 2 arms in with a pair of pliers (or your fingers) - very easy, they are spring loaded.
4. Undo the 2 bolts for the bonnet opener (actuator) - so you can move it to one side. DO NOT UPSET THE CABLE MOUNTING - YOU WILL STRUGGLE TO OPEN YOUR BONNET so make sure the nipple of the cable is in its place when doing everything up, get someone to pull the bonnet latch so you can see it move - to be fair only a complete eedjit would disrupt it [hello, I managed to **** it up]
5. Take out the 4 bolts that hold in the airbag mounting frame (have a long magnet on a stick to lift out the 2 lower bolts
6. Lift the mounting frame up (you won't get to far with it cause the airbag wire goes through it and is all connected to the airbag, but you can lift it high enough to...
7. Plug in the bonnet actuator - your little issue
8. Put in the screws for the airbag frame loosely
9. Put in 2 of the airbag screws to put the airbag in place (finger tight)
10. Connect battery - see what errors occur (only bonnet open and door open should appear)
11. Plug in ICARSOFT for JLR Diagnostic Tool - lookup Pedestrian system and get it to search for errors. If none you are finished (which if they rebuilt it you should be). If there is a fault and they didn't clear it you can clear it with this tool - but honestly I think you've cracked it once you plug it in.
12. Disconnect battery
13. Connect everything back up properly, test the bonnet catch opens when someone pulls it.
14. Reconnect battery and replace cover - you are done!
If doing it yourself give 1 hr. Have a good torch. If you drop any of the screws just undo everything and lift the airbag mounting frame, it will be under there, it will be easy to find but only by lifting the frame. This is a really easy job once you've done it once, its just fiddly and needs to be done in sequence. Enjoy
