I had to search in the Jag service manwell to find the thing - not much to say from the manwell - so I did a google:
An engine air intake resonator is a critical component in your car’s intake system. It reduces air pressure in your engine, improves RPMs, and muffles the noise caused by your engine.

It's called a symphonator (something like that...) and channels some intake air to modulate a sounder along the firewall and direct sound into the cabin. It's O/K to plug it; has no effect on intake path (as long as it's closed off...). I plugged mine - unlike most, I wanted a quieter cabin environment.

However in a document I found on da web for the 5 litre ingine:
Historically, motor manufacturers have focused on reducing the level of engine acoustics within the cabin. Development engineers have deliberately accentuated the acoustic feedback into the cabin in an effort to further increase the driving experience. An integral part of this development, and a first for JLR, is the introduction of a symposer into the engine air intake system of the SC engine. The symposer accentuates V8 engine acoustics and then feeds them into the cabin.

The Symposer came in with the AJ133 (5.0 V8) in 2009 and was also whacked on the AJ126 V6 when it came out in 2012.
It was never used on the 4.0 and 4.2 litre AJV8, instead those engines had a gadget called a "bark tube" which like the Symposer was used to pump induction noise into the cabin.
I'm fairly sure the pipe/hose in question is part of the bark tube.
