missing part after trip to dealer

OK, had my 2007 XK in twice in the last week, two different dealerships. First was for a free oil change and service check, including alignment check. Second time was for an air filter. Today I just noticed there's a hole on the passenger side of the front bumper. It used to have a cover on it. Anybody know what the hole is for and why Jaguar would have to remove it in the course of either replacing an air filter or in doing a complete service check? I'm trying to narrow down which dealer is responsible before calling them Monday.

Only one filter on a 2007 XK and it's on the left side of the car and you don't need to come anywhere near the access hole (right side of the car) that the cover is missing off. Just FYI.
Yes, you jack the car up and remove the left wheel/tire assy and access the air filter by pulling the front fender splash guard off partially to access the filter tray.
I've no idea why the cover would be missing other than carelessness during the alignment check. Got me.

I've used the same two local Jaguar Dealers for forty years and get excellent service from both.
They know I do most of my own maintenance but give trade discount on parts and good tech advice when needed.
