Default Is this the outside temp sensor?

I think thats what it is, but more importantly please tell me originally if this clip to hose was original. Its dangling like a wet noodle. I see a bracket right in front that looks like it was there using a different clip. Cleaning up my engine bay and it could definitely be placed better if only for asthetics.

Ahh so it does mount on the bracket. Probably why im getting such hot readings. Thanks!

I don't think that is the ambient temp sensor? The ambient temp sensor is mounted in front of the engine, under/in front of the radiator I think.
