That is analogous to needing to run way more brake fluid through a system (using a power bleeder, and compared to the system capacity) to achieve a full replacement of the brake fluid. There is no way the power steering system capacity is 4l because the flush instructions tell you to run 4l through the system. It's probably 3-4x the capacity of the system.

How much fluid do you estimate the pump, cooler matrix and hoses hold?

Well, as stated, the total capacity seems to be of the order of 1 liter. The pump holds hardly anything. The cooler is not really a matrix, more like a straight piece of tubing. The biggest "reservoirs" are probably the fluid tank and the steering rack itself. I have no reason to suspect that the total capacity is off by that much.
