Default Touch Screen Default Setting on Startup

Is there a way to get the touch screen to default to the BLANK SCREEN mode when the vehicle is started?

Did you try turning it off before you turned off the ignition last time? It MAY be default to light up as to show any warnings and such.

Yes. Probably 90% I am driving the car with the screen blanked and shut the engine off with it in the blanked mode.

I've never seen any option to keep the screen off. Not even in SDD. I guess you have to push that one button twice every time you start up.
