Several Driving Cycles will normally change it to P1111, "Emission Monitors Complete".

You're not the first with this problem. Asa the cars got more sophisticated, the internal emission test became more complicated. Try this link for a start:

It is a bitch
OK it is a nightmare to reset the codes particularly if you live on a hill. Typically it is the evap sensor that won't clear. You have to start and stay flat, you have to have about a 3/4 tank (not too full or too empty) and you can't accelerate fast (or anything that causes sloshing of the gas) will stop the cycle and the code won't clear. I finally had to take my car to the airport, park at the bottom, then wait until it got cold then driving slowly it cleared in about 3 miles. After that the rest cleared and I was good. But I spent 2 months before that driving the drive cycle over and over again on different streets with no joy. I live on a steep hill.

First, stop clearing codes or you go right back to step zero. Ditto if you unhook the battery.
Second, drive a few times from cold.
Next, if still P1000 look at the actual monitors for which is/are not set. The codes PDF talks about drive cycles but you might prefer to post what's not set and ask for ideas
