Default 1998 Telescoping steering wheel how to fix?

Friends, I searched high and low but couldn't find what must be a FAQ. After my 3rd attempt at poking around I figured I better ask for your help. Here's my problem. The seat memory's setting of the steering wheel works pretty well. At times I have to push the button twice to get the wheel fully extended and lowered. On the other hand the Switch on the steering column went from functioning about 1/2 the time to pretty much not at all.

Tonight I took the lower valence and the steering wheel cowl/cover off. I took measurements at the steering wheel telescoping movement switch. There are 4 wires, two wires (brown & Yellow) have 12 volts. The yellow wire in position 3 is the auto movement on/off and maps to the wire in position 4. The brown wire provides 12 volts to the switch. I measured the switch. (position 1 to 2). Each position of the switch (up down, in, out) puts a differnt resistor in series with the 12 volts. (e.g. 1200ohms, 800 ohms, 400 ohms, 200 ohms) I admit I am doing the numbers from memory, it is relatively close, not exact. I can't figure out why, if there is a circut from battery (12 volts) to the output, nothing moves at all. While fiddling with it, I got the wheel to move out, then it stoped.

The wheel telescopes in all directions via memory buttons, there is battery at the 12volts input on the switch. Can you please help me with trouble shooting this one?

Can I manually turn the shaft to move the wheel down without damaging anything? I'm stuck with the wheel up at an uncomfortable angle.

It's a very common problem.

Mine has been hit-or-miss for 3 years now (mostly 'miss').

There are some older threads here on that very subject where several people said they cleaned the switches with no avail, then removed the motors, cleaned them thoroughly, put them back together, and they only worked for about a month before they stopped working again.

A lot of work for an extra month's service.

Several other posters mentioned to simply replace the motor with a new one.

I see several used ones on Ebay, but because they are a common fail, I suggest trying to find a new one.

Thanks, I will try this tonight. 2 things: 1) Can I move the wheel up/down using a wrench on the shaft with everything connected? (this would be a short cut - get the wheel in lowest position, then put it in one of the memory buttons). 2) Why do you think the wheel can move via memory buttons, but not the switch on the steerign wheel column? Doesn't that sound like a deal breaker regarding taking out the motor?
