If this is on the tensioner just replace the entire unit.

Flyboy, I don't think that is suppose to be there. I can see you have given it the great effort and other than sticking a screwdriver in there to open it up, I would be stumped.
Maybe chisel the other side, off course that would require you to make one or grind a small one down.
Let us know.

2000 XK8 Idler Pulley Replacement
Dear Gus,
I have had to order two of these to get the correct width for the serpentine belt and none of them come with a bolt.
Wayne,
I think you are correct, what should be simple, will take longer than expected. Sounds like I am the pioneer this time.
I will keep you posted.

If you mean the corrugated snap ring affair, just pry it out or use snap ring pliers.
You don't need it afterwards as it only serves to keep the bolt with the pulley
during factory assembly. Works fine without it.
As for why someone would want to replace bearings only, sometimes the pulleys
that are already there are better quality. And they are guaranteed to be the
right configuration. There are multiple configurations used on the 4.0L SC.
On a straight bearing replace, count on doing all 4 for $20 or so.

2000 XK8 Idler Pulley Replacement
Mystery Solved!
I tried removing what looked like a retainer clip, then I had a thought, what about brute force,,,, just kidding.
I took the pulley, placed it between two scrap 2X4 pieces and gently taped the bolt with a hammer and it popped out as easy as you please.
When ordering a replacement pulley, they come with a new bearing already pressed in. What I thought was a retainer clip turned out to be a synthetic spacer that is pressed into the inside of the bearing. Once you pop the bolt out, you can unscrew this spacer and wire brush the bolt, then put the spacer back on. TADA
Here is what the spacer looks like off the bolt:
