2001 XK8 Convertible Top not working

I have had my 2001 XK8 seen by three different mechanics including one at the Jaguar dealership all to no avail. The top stopped working when in the down position and I have been moving the top up and down manually. The rear windows remain down at all times. Last week I took it to the Jaguar dealer in Ottawa (I live close to the Canadian border) and their diagnostics suggested something was wrong with the latch. The diagnostics said it was both open and closed at the same time. They looked into ordering a new latch and found out it is no longer available. I can live with moving the top up and down manually (getting it working would be nice though) but I would really like to get the rear windows up if at all possible. Any help would be greatly appreciated..

The windows will not go up until the roof lift rams are fully extended and locked into position. I am not sure I understand what they are saying is wrong. In the header you have 3 micro switches top ready to latch switch, top latch closed switch and top closed switch and the rest is hydraulics and linkage. So is the pump working? Is the pump fluid level at the top embossed line on the tank and is the petcock closed?
Do you know if any work was performed on the roof system and if so what did they do.

Gus, Topped off reservoir top still wold not totally lock. I then removed the hook that the locking unit grabs a hold to and then raised the top to see if the locking unit would close in lock position. To my surprise the top totally locked in position. I mean locked good. I did not hear the ding indicating reached lock position and of course back windows did not go up. I then pressed the down switch. Nothing happened, no noise pressing up or down. I then closed hydraulic line and used key to manually raise top. Nothing changed there. I still could not move it in the down or up direction. I checked the the number six window fuse and neither end was hot. I pulled the fuse check it and it was good.
