A normal 'household' dehumidifier is limited in the amount of moisture it can remove by the temperature of the surrounding air. At 20C it can reduced the humidity level to 40-45% but at 10C the limit rises to the 60% range. If your car is in an unheated garage in a relatively cold area ( < -5C ) a dehumidifier will do bugger all.

however there are commercial - residential duty dehumidifiers are available that can be a stand alone unit or work in conjunction with a central HVAC system, some are made specifically for garage duty that will work below freezing if necessary.
Fortunately, really cold conditions are also often low humidity.
