Just another example of government idiocy. What is the logic behind that ridiculous rule? There is none! But I bet I can explain the emotion-based decision-making process that led to it:
A government official heard that someone with a really cool plate was offered a lot of money to have it transferred to someone else. That government official thought "that's not fair!" (imagine "that's not fair" being said in a whiny, nasally, third-grade-kid-got-sent-to-the-corner kind of voice). "Poor people can't afford to buy that popular plate, so a rich person shouldn't have it either!"
The government official then implements a rule to make the distribution of license plates completely fair to anyone. If you get it first, it's yours, but if you don't you can't simply buy it from the person who has it. That makes it "fair" to everyone! Woohoo! But let's think about who loses out in this situation...
Let's say that one day Jim-Bob is sitting on the sofa on the front porch of his trailer. In a stroke of pure genius that defies his slightly below average IQ, he thinks of a really cool, funny license plate that he wants to get for his 1988 Trans Am. He goes down to the DMV to get it, and after paying the back-taxes that are due on his car, and getting the past-due safety inspection up to date, and buying liability insurance for long enough to be allowed to renew his registration, he gets himself this really awesome plate. On the way home he drives through Palm Beach and about 15 filthy rich people see his license plate. They all think "THAT'S AWESOME!" and they want the plate. They use their contacts at the DMV to learn who owns the plate, and they offer him money for it. A bidding war starts. A week later he finally gives the plate up to Rush Limbaugh, who pays him $500,000!!!
Some liberal legislator learns of this and says "That's not fair!" (in the whiny voice). He passes a law so that you have to wait three years before reusing a cool custom plate. That way there's a "level playing field" and even poor people in trailer parks have an equal chance of getting the cool plates. But the losers are the poor people in the trailer parks! They can no longer strike it rich by thinking of a cool custom plate that other people want to buy!
But at least it's "fair".

Hey EZ - I just re-retired from Boeing a few weeks ago (came back as a contractor). I was the guy who issued the Airworthiness Certifiication Eligibility for the new 747-8 in behalf of the FAA. When the first airplane got it's ticket, I took my doctor's advice and re-exited from the pressure cooker. Since I'm a Texan-by-marriage, if we ever get tired of Washington (not likely), that's the direction we would migrate too. (And, I'm really bummed about the Rangers.)

Moving back to Texas was the best thing I ever did. Even my wife says so and she is a native of Seattle. We do miss the nice days and the mountain country. But not the dark and gloomy days when winter last until July 5th.

Once had BEG3YRS for a red Bronco in California when I was younger. Have finally decided to get it again for my Arizona plate on the XK8. Am waiting for registration renewal in January.
I'm retiring in February and one of my planned projects is a fun restoration of a 260Z which has been in a coma for about ten years. Its plate will be BEG3YRZ.
