Broken shoulder bolt extraction

Broken shoulder bolt extraction
Greetings!
In the process of disassembling things on the XKR, BOTH chain ramp pivot shoulder bolts snapped. I had no trouble with any other bolts as I took things apart, but these clearly were weak.
The problem is, neither will budge with the bolt extractors I have. In fact, one of them snapped in the hole I drilled, with no easy way to reverse it. It looks like there was either some green thread lock on them, or something else has caused them to seize in the hole. Heating the broken piece has not seemed to do much.
HELP! I want to get the heads to the shop for hot tanking, and then start putting the valves back in.
Thanks in advance for any suggestions.
