The cooling fans are controlled by relays which are operated by the ECM based on input from the temperature sensor located in the plastic pipe at the top front of the engine.
I would say that the best guess is that you have a bad fan motor but you say the fuse blows as soon as you replace it. Is that with the engine hot and calling for fan assistance? With the engine cold does it blow?
If it holds until the temp sensor calls for a fan it is most likely the fan motor or a short in the wire between the fan relay and the fan motor. Otherwise a short in the wire from the fuse to the relay.
Done any work down in the left front of the engine compartment?

I have found the problem by disconnecting the fans and plugged in the voltmeter on the connector, when the fan was due to start I had 13.8 volts and the fuse was holding, did this with both connectors and I had voltage on both. So this gave me a good idication that one of the fan was not functioning properly.
The biggest of the 2 fans was not turning freely so I took the fans assembly out, since I was not able to take the blade assembly off the electric motor I made a 1/8 inch hole about 3/16 inch from the center and sprayed bunch of wd40 and plugged it directly to a spare battery for 10 min, it was noisy at first, sprayed more and ran the fan another 15 min and the problem was fixed, I've put some oil in the hole and put a little silicone to block the hole.
It's been 4 days now and it is still working strong, even better than before. Don't know for how long but.....
