Reviewing the instructions, I can see a couple of places it might have gone wrong. One is I did not load the entire package; I might try that. The second issue is because my primary hard drive is not huge in modern terms, I use my C: drive for the operating system and programs, etc but put all data files onto an E: drive. Maybe the program cannot find the second downloaded file (Part2.rar) because the path is non-standard?

location of jtis data files in jjtis.ini file
The jjtis installation creates a jjtis.ini that tells the program where the data files are located.
You need to do a search on your C drive for all occurances of the jjtis.ini file.
One of the locations is C:\Users\User\AppData\Local\VirtualStore\Windows
Change the second users in the users\users for whatever your username is.
Here is the first 5 lines of contents of my jjtis.ini :
[File]
StartFile=C:\JTIS21\data\startup.txt
DataPath=C:\JTIS21\data
DTCStartFile=DTCStart.PDF
Whatsnew=C:\JTIS21\data\whatsnew.sgm
Here is the C:\JTIS21\data Folders
BCMEN it has the pdf file listed for Battery Care information
DTCEN it has all of the dtc pdf files listed for each year and model
MSEN has all of the maintenance vehicle sheets listed for each year and model
PDI has all of the predelivery inspections list sheet pdfs for each year and model
VSI has all of the new vehicle storage pdfs for each year and model
also has folders for each year and model - each folder contains all the file listings needed for displaying all the information for each of the sections - General Information, Chassis, Powertrain, Electrical, Body and Paint
Also within the folders is the file name of the Electrical Guide PDF listed for whenever model and year that you selected.
The JTIS Help file is located in the C:\jaguar folder - file name jtis.hlp

That was a very helpful post. By looking at my jjtis.ini (which installed to c:\windows, not my user for whatever reason) I was able to determine that it had the path to the files listed correctly in my e:\ drive.
The reason I could not install the 32.hlp file was I keep Windows Update disabled until I wish to update, and after turning that on temporarily, that file did install correctly.
So now all features appear to be working.

Anyone have this working with Windows8/10??
I installed the dll OK
When installing the software it said i need to install DAO35 Disk1
Tried to run the setup file in DAO35 DISK1 folder but it will not run in Windows 10
The result is the Software runs but when i pick something from the menu I get no picutres

I am sorry that I cannot help testing JTIS21 software install on windows 10 operating system since all of my PCs have win7 on most of them except one with XP on it.
But I did purchase 2 workshop manuals that are PDF files from manual.co website and I am making them available as a free download from my dropbox.com account.
First one has a file name of Jaguar 1999 XK8 workshop manual.pdf
It appears to cover 1997 to 2002 XK8 and XKR models - I reduced file to 72.9 megs - it has 3265 pages.

I had a helluva time getting JTIS up and running on Windows 10. It just was not working.
It was tougher than my old GySgt., and he was a PITA.
Following step by step 3X , I still went nuts.
Then I found this info on line and applied it. Sunuvabeech, the whole thing works.

It's been a long while since looking at this thread since I had installed JTIS quite some time ago on my Win 7 machine and had no problem after updating the machine to Win 10. But both those were 32-bit and I just bought a new computer that is running Win 10 64-bit. It should be fun and games seeing if I can get the JTIS to install without too much difficulty.

Well, I hate to necro a thread but I thought I'd ask...
I read through a lot of the instructions here and said to myself "That seems like a lot of trouble to go to to run JTIS on a 64 bit OS when you could just virtualize windows 98 and run it in a VM" So that's what I went and did.
Went with Oracle Virtualbox because its free and runs on everything - maybe even M1 mac (dont have access to one to test) and emulates old hardware better.
I could upload this somewhere as a complete VM template with JTIS pre-installed and all you have to do is install virtualbox, import template and hit start. Yeah, redistributing windows 98 will technically be a license violation but c'mon... its windows 98...
Is this old news to everyone or would that be a useful resource? If I get a few positive encouragements ill go ahead and do the extra work to write up end user instructions and uploads etc etc.
