EGR Valve test?

EGR Valve test?
I have removed the EGR valve from a 2000 XKR after a P0400 code. The valve and pipe are not plugged, and the shaft of the valve is shiny, so it may have been moving. I have the pinpoint test procedure for the plug and will look into that tomorrow.
But I wonder if anyone can tell me if I can just apply voltage to pins on the valve itself to see if it opens?

Just did some thinking over dinner. The valve is opened by vacuum from the manifold and the electronics report the valve being open, right?
The bolts to the manifold were loose, not even finger tight, so there was a leak and the valve was not opening properly. When the gaskets come I'll put it back together and see what happens before I order a new valve.
