Engine will not turn over to start

Engine will not turn over to start
I R&R the ADAPTIVE RESTRAINTS MODULE HJE-9666-BJ to fix the airbag not working light ...... and now the engine will not turn over to start
using IDS .... the engine immobilization was successfully completed/ reset but still...no engine turn over
using IDS ....the programming new module procedure fails with "failure to communicate with the ECM"
- fully charged battery
- no blown fuses
- relays have been checked out as well
Scan codes says ...
Climate control Communication error - serial communication error .... will not go away
P1260 .... will not go away
The car has been disassembled enough so that I have access to the transponder, instrument cluster, body processor module, engine control module, and the climate control module
the car is 2001 XK8
What can be done to fix this ?

Before you get too far into it, have you tried a hard reset and also tried a different key, just to rule out a couple of things? Are you getting any securiry-related errors on the dash? I assume not, as you haven't mentioned it.
Have you tried unplugging and then reseating any connectors that you either unplugged or could have knocked while getting to the airbag module. Again, I'm sure you have, but worth asking just to set the scene.

Thank you for your response to my post
"have you tried a hard reset and also tried a different key"
I have tried a hard reset but I only have one key for this car at the moment
"Are you getting any security-related errors on the dash?"
I am not getting any security related messages on the dash
"Have you tried unplugging and then reseating any connectors that you either unplugged or could have knocked while getting to the airbag module."
I have reseated the airbag/adaptive restrains module several times. The results are the same .... no response when I turn on the ignition
Is there a procedure that I can do in order to reprogram each module individually... maybe disconnect all modules and then adding one module at a time & reprogramming them?
Is this a wiring problem?
Is this a problem with a module(s)?
Is this a software/programming problem?
Calling Jaguar USA gets me nowhere
