It's a Jaguar gem. Fuse numbering starts with #1 at the top on the RHS, down to the bottom of the column, then continues from top to bottom on the LHS. Caught me out first time.
The locations are numbered, but you need good eyes or a magnifying glass to see them:
I think on the '99 the information is printed on the trunk/boot fusebox cover?

The BEST source is in the ELECTRICAL GUIDE. Jaguar stopped printing the fuse info on the covers in later MY cars.
Since things change from year-to-year, the most reliable info is still in the 'wiring-diagrams'.
