You'll need to either bend it open, or snip the metal along the bit that is crimped (the right-hand bit in the image). They're not re-usable, so make sure you have replacement jubilee clips to hand.
Actually they can be reused if removed carefully. Squeeze across the outermost protrusions with a pair of pliers, then while continuing to squeeze the pliers use a small screwdriver to gently lift the latch in the center.
The clamps are simple AND re-useable.
Looking at the picture, there are two raised rounded areas. One on the right, one on the left. In the middle is a smaller rounded area.
Take a sharp small pointed punch, put the point under the left rounded area and let the punch rest on the center one. Apply downward pressure on handle of punch and "snap", the clamp snaps open. (Don't have one in front of me, so you may have to experiment on what way to use the punch--right or left--but that's the idea) To re-ruse, put the clamp on the new hose, put the hose on the nipple, then using the two outer rounded areas, squeeze them together with a standard pair of pliers until you hear it "snap" together. Have used them over many times. Great little clamps.

They are indeed reusable, but I do not like them. Whenever I have to remove one to repair the vehicle, I replace it with a standard worm-drive clamp....
You asked whats the pipe for ...remember there is an inlet at the bottom of the tank and this is bleed back into the main system. If there is any air it will be in the expansion tank.
Top up right to the top to keep the overflow system working.
