The scratches that are through to the undercoat appear to be from individual scratch events rather than washing and polishing slowly grinding through the layers.
I agree that it should be assessed by an expert. If this car was in silver I would hardly have noticed these defects, but I am hooked on the look of black/anthracite. My goal would be to bring the paint back to its original show-room appearance.
