every time I see this on my 98, its always low battery, and it almost always is in cold weather.
Do you have a battery charger? If so hook it up, see if it shows a few amps going in to charge.
Yes, I see you just put in a new battery, stranger things have happened. I hope it's this simple mate.

How are you trying to unlock the passenger door from the driver's door? That can be tricky even when everything's going right.
It sounds very likely that one of your lock mechanisms is physically broken, either a microswitch or the little plastic tab in the lock motor.
On thing that worked for me temporarily was to remove and replace the fuses related to the door locks. The problem would come back, but it seems in some cases this would reset the computers so that they'd be in sync with the door lock even without the right feedback coming from the door lock module.
